United States Secretary of Defense Ashton B. Carter speaks during a 'troop talk' event held on Joint Base Pearl Harbor-Hickam, Friday, Nov. 6, 2015. The event, which was held at Hangar 19, allowed service members from all five branches to learn more about the evolving balance of forces in the Indo-Asian Pacific region.
