Joint basing: who's staying, who's going? Published July 13, 2009 By Joint Base Oversight Working Group HICKAM AIR FORCE BASE, Hawaii -- As with any large organizational change, there are many rumors about Joint Basing. Supervisors and employees are discussing and speculating about who's going to the Joint Base and who's staying. This may make great water cooler stories, but let's deal with facts. Final decisions will be based on the signed Memoranda of Agreement, which is currently pending OSD approval and signature. The MOA details how functions will be performed in the Joint Base environment, and once signed, provides the basis for determining which billets will be transferred to the Joint Base. Under Joint Base Implementation Guidance, "installation support" functions, such as civil engineering, will be combined with the Navy. Mission functions related to flying and operations, such as the 15th Operations Group, will remain Air Force. Most Air Force organizations that are moving to the Joint Base are "full join." That means the entire organization and all positions (filled and vacant) will become part of the Joint Base. In some organizations, a portion of the work has been determined to be Air Force mission work and will remain Air Force, while some other positions supporting installation support functions will transfer. For these "pro rata" organization transfers, final decisions on which positions will move and which will stay have not yet been made. Beginning in February 2010, some functions will be phased into operational control of the Joint Base. This phasing in allows for procedures and processes to be worked out between Air Force and Navy prior to Full Operational Capability in October 2010. However, no Air Force employee will officially be changed to Navy until October 2010. We will continue to provide updates through the base newspapers, town hall meetings, commanders' calls, the Joint Base website, and other media to keep all stakeholders informed. Final decisions have not been made, and when they are it will be the Civilian Personnel Flight who will notify employees who are going to transfer to the Joint Base.
