Car decals became mandatory for anyone entering Joint Base Pearl Harbor Hickam Feb. 1. To get decals, customers must have a state of Hawaii registration or completed DF-L-27, Hawaii safety inspection certificate (pink or yellow copy), Hawaii insurance card, state or international driver's license and a military/DOD/civilian identification card.
