Due to current operational requirements and in an effort to protect our staff and patients we are modifying our appointment schedules in response to the current COVID 19 situation. All in-person appointments will be canceled until further notice. We are now able to offer our beneficiaries multiple ways to still receive care without leaving the comfort of your home and help decrease the spread of illness.

COVID-19 Screening/Test

Please be aware that you may see tents or mobile medical/dental units at the facility over the next few days. This is part of a coordinated effort to conduct screening of personnel entering our facilities for respiratory illness. We are NOT able to complete COVID-19 testing at the facility.

If you think you have COVID-19 symptoms or believe you’ve been exposed please call the Nurse Advice Line (NAL) to receive a virtual triage at 800-874-2273 option 1 then 2. You may experience a 1-2 hour wait time or get disconnected due to the high call volume. Calling ahead helps us direct you to the most appropriate care.

Procedures

The national Centers for Disease Control and Prevention has recommended that all elective procedures be postponed. If you have an upcoming procedure, you can also call 888-673-2778 and leave a TCON with any questions. Once the ban is lifted, we will work together to reschedule your procedure.

Pharmacy

At this point, the Over the Counter (OTC) program is on hold. To prevent paper contamination, with the exception of Schedule II items, we highly recommend your provider send prescriptions electronically through the DoDHickamephcy site or fax them to (808) 448-6740. Also, to reduce exposure and expedite service, call in all refills at (808) 448-6241 at least 24 hours before coming to the clinic. Finally, if medication renewals are needed, a phone message can be placed to the care team by calling 1- 888-683-2778 or utilizing the TOL refill option. You will receive a return call from the provider team with instructions regarding activating and picking up your prescription.

Lab/Radiology/Immunization

Our facility will be able to offer lab, radiology, and immunization care during normal business hours of 0730-1600. Please be sure your provider has placed an order prior to visiting the clinic in order to avoid delay in care.

Additional Information

As a reminder, the most important steps you can take to stay healthy and protect yourself and those around you are to wash or sanitize your hands often for at least 20 seconds each time; avoid touching your eyes, nose, and mouth; and coughing into a tissue or the crook of your elbow. You can protect yourself from COVID-19 infection the same way you protect against the common cold or seasonal flu.

2. Travel Restrictions

All travel will be based on both State/Regional and Installation conditions until further notice. At this time, only members with approved ETPs or who are exempted as outlined in attachments 1 & 2 are permitted to travel.

The Secretary of Defense issued updated travel restriction guidance, predicated on a ‘conditions-based, phased approach,’ that will remain in effect until further notice (see attachment 1). All uniformed personnel and their sponsored dependents will stop movement, both internationally and domestically, while this memorandum is in effect, including personal leave outside the local area, unless all conditions are met for both the State/Regional area and the Installation or exempted/waived as outlined in the attached guidance (see attachments 1 & 2).

The Secretary of Defense has outlined two overarching conditions for unrestricted travel to be authorized including: 1) state/regional criteria, and 2) installation-level criteria (outlined below).

State/Regional criteria:

1. Removal of shelter-in-place orders or other travel restrictions

2. 14-day downward trajectory of flu-like and COVID-19-like symptoms

3. 14-day downward trajectory of new COV I 0-19 cases or positive tests

Installation criteria:

1. Removal of local travel restrictions

2. Availability of essential services (e.g., schools, childcare, moving services)

3. Quality control/assurance capability for household goods packing and moving

4. Favorable Health Protection Conditions (below HPCON C)

a. Sufficient Medical Treatment Facility capacity

b. Testing capability and capacity in accordance with the Department's tiered priority framework to include sentinel surveillance and for at-risk healthcare workers

c. The capacity to quarantine and/or isolate individuals returning from high exposure locations

Once a State/Region meets the criteria described, then the Office of the USD will publish the change in status. Unrestricted travel is only authorized if permitted by the State/Regional as well as the Installation for both the gaining and losing locations.

Previously approved waivers and exemptions are still in effect. Waivers for travel will still be approved by the first GO/SES in the member’s chain of command.

We do not yet have situational awareness on how this will affect DEROS/RNLTDs or priorities as it will vary based on State/Regional and Installation conditions. We still do not have any details on how to execute this guidance. We do not know how approved locations will be relayed to us or how soon/frequently we will get the information.

5. Legal

The legal office is suspending its bi-monthly Article 137 Briefing until further notice. 6. Children Development Centers & CYP Services

· Child and Youth Programs is transitioning back to CYP-1 operations with the following changes in progress:
· Centers will begin re-opening the week of 29 June, 2020.
· Non-essential personnel who had a spot in the program prior to the COVID-19 will be contacted about returning to their respective programs. This will be an ongoing process over several days. Please be patient.
· If parents need care PRIOR to being contacted, they may bring in a Mission essential / critical letter for the time being until their normal spot is restored.
· Fees will be waived for parents who continue to keep their children at home.
· Mission essential / critical personnel who did not have care prior to the COVID-19 response will retain care (if needed) as space / availability allows. This is not a permanent spot and parents are STRONGLY encouraged to make sure that they have signed up for care on the Military Child Care web-site https://militarychildcare.com/ to give themselves the best opportunity for a full-time spot.

10. JBPHH Visitor Control Center / Pass and ID

The JBPHH Visitor Control Center/Pass and ID adjacent to Nimitz Gate is open 6 a.m. to 6 p.m.

Current operating hours 0600-1800, Mon-Fri. Effective Monday, 22 June, Trusted Traveler is reinstated. Guests are considered escorted and must remain with their sponsor at all times. Reminder that Trusted Traveler does not apply to Foreign Nationals or vendors, contractors, service providers and suppliers conducting business on the installation. These personnel must obtain access through Pass & ID. Trusted Traveler does not apply to West Loch, Lualualei or Red Hill annexes. Passes for visitors without an authorized ID can be obtained at Pass & ID, 0600-1800, Mon-Fri.

Due to the current COVID-19 situation, the increase in HPCON and ISIC direction, Personnel Support Detachment (PSD) Pearl Harbor (PH) has made changes to operations. PSD staff members will not be in the office during this time but are continuing to work through teleworking. Please ensure service members are working through their Command Pay/Personnel Administrators (CPPA) to address the pay/personnel issues.

DEERS technicians (under NAVY control) were directed by NAVADMIN 100/20 to wear face coverings/masks and that they are only to service customers who are wearing face coverings as 6 feet distancing cannot be maintained when issuing ID cards.

- MFSC is providing in-person clinical services by appointment

- Beginning 22 June, in-person by appointment services will be expanded to include all MFSC Programs (Clinical Counseling, Financial Counseling, Relocation and Deployment Support, Employment Readiness, EFMP, Family Advocacy, Sexual Assault Response, Victim Advocate, Transition Support, etc.)
- MFSC reception area remains closed to walk-ins
- Beginning 8 June, Loan Closet is accepting appointments for loaner kits check out and check in Mondays and Thursdays from 0800 to 1100. No walk-ins accepted. Call 474-1999 to schedule an appointment.
- Virtual services including individual appointments for all MFSC programs/services will continue to be offered (Clinical Counseling, Financial Counseling, Relocation and Deployment support, Employment Readiness, EFMP, Family Advocacy, Sexual Assault Response, Victim Advocates, Transition support, etc.).
- All in-person classes and on-site Command GMTs are suspended until further notice. Check out Greatlifehawaii/support/MFSC to see a list of available web classes.
- TAP classes are suspended - those who are preparing to separate are being referred to JKO for the on-line Transition Assistance class. CAPSTONE and other TAP requirements are being provided via phone appointments with MFSC TAP personnel.
- MFSC computer resource labs are closed.
- In home New Parent Support Home Visitation services are suspended. Services will be provided telephonically.
- - To make a Family Advocacy report please call 474-1999 during duty hours or 590-7719 after hours.

17. Housing

Hickam Housing: Services will be conducted virtually while operating normal hours. In accordance with recommendations from the CDC and local health authorities, all public community spaces ( including all playgrounds, dog parks, skate parks, and splash pad) will be closed until further notice.

Housing Service Center (HSC)/Navy Aloha Center

Military Housing Office (MHO)

All Navy Lodge patrons (over the age of 2) are required to wear a protective mask.

Family Housing office for Navy/Hickam and Unaccompanied Housing has moved to a more virtual platform to improve social distancing for staff and customers, effective Tues, 24 Mar. Office doors are closed and signs have been posted providing contact phone number/email to provide further assistance for walk-up customers.

No Space-A reservations at NGIS.

There will be no change to hours of operation. Housing customers who have scheduled appointments will be contacted and informed their appointment will be completed as a phone appointment. We will verify their contact number for their Phone Appointment and email to forward In-Briefing/TLA/Referral/Housing information to be briefed during their appointment. Continued social distancing and frequent surface cleaning will continue to be in place for staff.

- ASYMCA Food Pantry open 0800-1500 Monday –Friday for walk-ins.
- ASYMCA Parent Participation Preschool and Early Learning Readiness are open utilizing Center for Disease Control and Prevention virus mitigation guidelines. Currently accepting registrations. Please contact the branch director at 473-3398 with questions or visit the website at www.asymcahi.org.
