HICKAM AIR FORCE BASE, Hawaii -- The Hickam Phase II Housing Privatization Project is planned to begin operations on Aug. 1, bringing all of the family homes on Hickam and Bellows Air Force Station under the ownership and management of Hickam Community Housing, with the exception of Fort Kamehameha.
Hickam Phase II families are invited to attend one or both privatization town hall meetings, scheduled for Tuesday, July 10, at 5 p.m., and Wednesday, July 11, at 2 p.m. at the Memorial Theater. The meetings will explain how privatization will impact residents to include paying rent, management policies and construction plans.
"Many residents may already be familiar with us, as we have been managing half of the homes on Hickam for the last two years," said Darryl Chai, HCH Vice President and Asset Manager. Hickam officials also noted the experience with privatization during Hickam Phase I should make the next evolution of privatized housing at Hickam a familiar and welcome change.
"Over the last two years, we have worked closely with HCH's team as they embarked on the first phase of housing privatization," said Lt. Col. Dave Maharrey, 15th Civil Engineering Squadron commander. "The new homes they bring and quality of workmanship and service has been first rate. It is one of the reasons why I look forward to engaging them further as privatization affects additional Hickam communities."
"This transition will be seamless," added Chai. "Our goal at this point is to ensure Air Force families in Hickam Phase II have the information they need about privatization and that they sign their lease by the start of operations. It is extremely important that prospective residents attend our town hall meetings to better understand new services coming their way as well as the requirements impacting them this month, such as the necessity to sign a lease for their home by August 1st."
Signing a lease and Basic Allowance for Housing start form triggers their allotment, which serves as rent under privatization. Without a lease, the BAH allotment will not begin. However, residents will remain responsible for paying rent for their home, beginning Aug. 1, start of operations, according to HCH and Hickam Housing officials.
"Our upcoming meetings are great opportunities to get a broad overview of our project, and our staff at HCH is ready to address your concerns," said Chai.
Hickam Phase I housing privatization began Feb. 1, 2005,
with 1,356 homes now owned by HCH. Hickam Phase II housing privatization results in the privatization of 1,303 additional homes.
"We have a lot of good news to share with our new residents -- news about what is in store, such as very responsive maintenance, new home construction and renovation, yard maintenance, community-based management and much more," said Chai. "Within the initial development of our Phase II project, we will renovate 726 homes and build 392 new homes. Our renovations in Hickam's historic homes district will represent one of the largest renovations of historic neighborhoods in the United States."
Chai also noted that residents will be able to access the latest information on the company's Web site -- www.HickamCH.com -- and through a monthly newsletter delivered to each home. The Web site, he added, will be especially helpful.
"All Hickam Community Housing residents and anyone on our wait list can check our calendar, see where they are on our wait list for homes, or review some of our publications on our Web site," he said.
"Our housing operations and maintenance teams are intentionally located within our Hickam housing community to ensure faster service but just as importantly, to familiarize residents with the faces and names of the people working daily to better their housing experience."
Residents in the affected homes will soon be receiving notices from base officials and Hickam Community Housing regarding the lease documents that need to be completed. Residents can download and review a lease by visiting www.HickamCH.com or by calling the Hickam Housing Privatization office at 448-3965.
"Residents are encouraged to call us at 423-2300 for more information," said Chai. "We have much to tell and do not want any of our residents to be unaware of the good things coming their way under privatization."
